JULIE A. CLEMENS serves as Professor of Music and the Chair of the program at Illinois Central College (ICC), a 2-year institution located in Central Illinois. In this role, she oversees and teaches in the music theory program, directs the non-audition choir on campus, leads the marquis group ICC Vocal Jazz, and teaches applied voice. She has also worked to establish the ICC Music Academy, which serves community members of all ages with access to high quality music instruction.

In addition to her work in the music program, Professor Clemens is an active researcher and collaborator in areas of Racial Justice and Equity. She was recently awarded the Thomas K. Thomas Endowed Teaching Chair award, which provided funding to develop a comprehensive, scaffolded curriculum for faculty to engage in a 4-year training program to do transformative and sustainable work in redesigning courses and curriculum. As part of this work, Professor Clemens was instrumental in the curation of a collection of resources to help faculty across the state of Illinois, through the Illinois Board of Higher Education.

Professor Clemens serves NASM as a visiting evaluator. She previously served as a member of the 2023-2024 Nominating Committee.

Professor Clemens holds a Doctor of Philosophy degree in Higher Education Administration and Policy from Illinois State University (ISU), a Master of Music Education degree with a conducting emphasis from ISU, and a Bachelor of Music degree in piano performance from Wheaton College Conservatory of Music.
